Title 24 HERS / ECC Rating Testing
Duct leakage, refrigerant charge, cooling-coil airflow, fan efficacy. Same-day field results. CF1R / CF2R / CF3R included at no extra charge.
Learn moreERE Inspections is a CHEERS-certified HERS / ECC Rating provider, permit expediter, and final-inspection specialist serving Los Angeles County, Orange County, and the Inland Empire from Redondo Beach.
ERE opened in March 2015 with a simple idea: California's energy code is complicated enough — the people testing it shouldn't be. Working contractors and homeowners deserve a single point of contact who answers the phone, shows up on time, brings the right equipment, and finishes the paperwork the same day.
Ten-plus years later, that's still how we run. ERE is owner-operated. The person you talk to about your project quotes it, tests it, signs the certificates, and registers them with CHEERS. There's no call center, no documentation department in another building, no "let me transfer you."
Four services, focused on Southern California. We don't pretend to do everything — we do these four at the level a working contractor needs.
Duct leakage, refrigerant charge, cooling-coil airflow, fan efficacy. Same-day field results. CF1R / CF2R / CF3R included at no extra charge.
Learn moreQuality Insulation Installation inspections at framing and final — a certified HERS rater verifies the insulation and air barrier before drywall, per RA3.5.
Learn moreMechanical, electrical, plumbing — pulled, coordinated with the city, scheduled for inspection.
Learn moreWe coordinate the inspection with the city inspector and the homeowner, brief the homeowner on what the inspector will check, hand off the HERS test and permit packet, and confirm closeout. We drop a single-story ladder in the morning when roof or attic access is needed.
Learn moreThe rater testing your house preps and signs the certificate, then registers it with CHEERS. That's the whole supply chain — one person, accountable for the whole job. It's the opposite of how most large compliance shops work, and it's the single reason our 31 Yelp reviews are all five stars.
Pass / fail and the underlying numbers in your inbox the day of the test. CF3R registered with CHEERS. Most providers send the report the morning after, then bill separately for registration.
CF1R, CF2R, and CF3R prepared, signed, and registered — at no additional charge. Many providers itemize these. We don't.
Our own single-story ladders, our own field-test equipment, on every site. You don't need to stage a single-story ladder for the inspector or leave one on site overnight. We arrive prepared.
We don't claim "nationwide coverage." We work California's South Bay, LA, Orange County, and the Inland Empire daily. We know the cities by name. See our full service area.
Roman Leonelli founded ERE Inspections in 2015 (originally Energy Rebate Experts, renamed ERE Inspections in 2024) and still runs it. He is a CHEERS-certified HERS / ECC rater (#RCN13486), certified across the 2013, 2016, 2019, and 2022 code cycles and carrying the ECC Rater 2025 certification for California’s current Energy Code. He has also filed formal comments in the California Energy Commission’s Title 24 field-verification rulemaking docket. When you hire ERE, the people who show up to test your project — Roman and the company’s CHEERS-registered raters — are the same people who sign and register your certificates.
CHEERS is a CEC-approved HERS / ECC Provider Data Registry in California. We register CF3R certificates with CHEERS.
Through four full code cycles (2016, 2019, 2022, and now 2025).
Every week, in every building department.
5.0 stars across 31 reviews. Every review since 2015 has been five-star. Some are from contractors who send us 30+ jobs a year. Some are from homeowners who hired us once for a single ADU. The standard is the same.
This company far exceeded my expectations. All the staff are extremely knowledgeable and professional.
Anthony is excellent at what he does, and most importantly, he does what he says he will do. I would recommend ERE to anyone who needs a HERS test or permit help.
Roman was efficient, well priced, on time, and approachable. Made the Title 24 work on my ADU painless.
We're investing in our own field-tech software — a proprietary mobile workflow that lets our inspectors submit Title 24 reports directly from the field. The goal: faster turnaround, cleaner documentation, and an even tighter loop between site work and CHEERS registration. A customer-facing booking and permit portal will follow. Watch this space.
Both. We are CHEERS-certified HERS / ECC raters who also pull permits and coordinate final inspections, so one company handles your Title 24 field testing, the CF1R/CF2R/CF3R certificates, and permit closeout instead of three separate vendors.
Since March 2015 — through four full code cycles (2016, 2019, 2022, and the 2025 code that took effect January 1, 2026). Founder Roman Leonelli is a CHEERS-certified HERS / ECC rater, #RCN13486.
In-house. The CHEERS-registered rater who tests your project is the same team that prepares and registers your CF3R — there is no subcontracting and no documentation department in another building.
Los Angeles County, Orange County, the western Inland Empire (Riverside and San Bernardino), and Ventura County including Simi Valley. Our Redondo Beach home turf in the South Bay gets the fastest response.
Send us your project address and scope. Most quotes go out within one business day. For permit-deadline emergencies, call us — we'll fast-track if we can.
