The story
ERE opened in March 2015 with a simple idea: California's energy code is complicated enough — the people testing it shouldn't be. Working contractors and homeowners deserve a single point of contact who answers the phone, shows up on time, brings the right equipment, and finishes the paperwork the same day.
Ten-plus years later, that's still how we run. ERE is owner-operated. The person you talk to about your project quotes it, tests it, signs the certificates, and registers them with CHEERS. There's no call center, no documentation department in another building, no "let me transfer you."

Quality Insulation Installation inspections at framing and final — a certified HERS rater verifies the insulation and air barrier before drywall, per RA3.5.

We coordinate the inspection with the city inspector and the homeowner, brief the homeowner on what the inspector will check, hand off the HERS test and permit packet, and confirm closeout. We drop a single-story ladder in the morning when roof or attic access is needed.

Who you're working with
Led by a certified rater, not a call center
Roman Leonelli founded ERE Inspections in 2015 (originally Energy Rebate Experts, renamed ERE Inspections in 2024) and still runs it. He is a CHEERS-certified HERS / ECC rater (#RCN13486), certified across the 2013, 2016, 2019, and 2022 code cycles and carrying the ECC Rater 2025 certification for California’s current Energy Code. He has also filed formal comments in the California Energy Commission’s Title 24 field-verification rulemaking docket. When you hire ERE, the people who show up to test your project — Roman and the company’s CHEERS-registered raters — are the same people who sign and register your certificates.

What we're building
We're investing in our own field-tech software — a proprietary mobile workflow that lets our inspectors submit Title 24 reports directly from the field. The goal: faster turnaround, cleaner documentation, and an even tighter loop between site work and CHEERS registration. A customer-facing booking and permit portal will follow. Watch this space.

Is ERE Inspections a HERS rater or a permit company?
Both. We are CHEERS-certified HERS / ECC raters who also pull permits and coordinate final inspections, so one company handles your Title 24 field testing, the CF1R/CF2R/CF3R certificates, and permit closeout instead of three separate vendors.
How long has ERE been doing California Title 24 work?

Do you perform the testing in-house or subcontract it?
In-house. The CHEERS-registered rater who tests your project is the same team that prepares and registers your CF3R — there is no subcontracting and no documentation department in another building.
